Changes in CPF issuance

The Brazilian Federal Revenue Service (RFB) has published a joint Ordinance COCAD/COGEA, No. 53, amending the procedure for requesting a CPF (Individual Taxpayer Identification Number) for immigrants.
Starting on October 11, 2023, foreign nationals outside Brazil must apply for their CPF at Brazilian consulates in person. If you’re in Brazil, apply directly at the local federal revenue office in your jurisdiction. Email applications to this email: cpf.residente.exterior@rfb.gov.br will no longer be accepted.
In addition to providing a valid identification document, an address in Brazil, and the mother’s name, individuals will need to complete a tax declaration indicating whether they are residents or non-residents.
For foreigners considered residents, it will be mandatory to present proof of address in Brazil and the National Foreigner Registration Card (CRNM).
Starting on January 11, 2024, the CPF will be the ONLY identification number for foreign and Brazilian citizens in public service databases.
REMEMBER
From that date forward, to request any public services, including visa applications at consular offices or a public health care, it will be necessary to create an online account with a CPF.
Immigrants who are not residents can make the request through a power of attorney for a local representative.
